Lock Off Plate?

My father passed and left me his 79 TA 403 6.6L, and I am starting to fix it up.

It runs, but I was wondering about the shaker scoop.

The block-off plate looks like it may have been painted, as there is no way air can get in or out.

Being a newbie, is that normal?

Should that plate block have holes, or can airflow?

Some mesh is on the underside, so I think it should be closed off.

Shaker scoop was non-functional in 1979.

All air came through the air cleaner via the flex tube connected to the plastic pieces in the driver-side fender.
