1974 Pontiac Firebird Formula Data Plate

I am looking at purchasing a 74 Formula.

The VIN plate states its Formula 400 (U in the VIN); however, the data plate states Firebird coupe FS87.

Shouldn’t this be FU87 to confirm that it’s a Firebird?

Just wondering if someone changed the VIN or the data plate on the car?

Is it a true Formula 400 car?
