I have never heard of any such check required by Highway Patrol in California.
If they need to complete such a check, they can pay for a rebuild and re-gas of your HVAC system, which must be disconnected.
No Firebird I've registered/smogged in California has ever required such a check.
It is certainly not a factory for the 1976 Y82 Special Edition.

None were made with factory vinyl interiors; there was no way to select a different interior, as they came with special hobnail cloth seats as part of the package.

Additionally, you would never use this as a spare tire on your Firebird in this day and age.
You can have a standard tire made to fit that wheel or buy another one that has not been inflated as purely a decorative piece.
